The MP suggests a multilateral framework for security negotiations
People's Deputy Oleksii Honcharenko has initiated a proposal for the gradual termination of hostilities through separate agreements with Russia. President Volodymyr Zelenskyy stated that the state must not concede its interests under pressure. This was reported by Glavcom citing Ukrainska Pravda, according to the portal PromPolitInform.
People’s Deputy from European Solidarity Oleksii Honcharenko has released a plan to end military operations. He detailed his position in a publication dated October 4, arguing that the necessity for a strategic shift is driven by massive human losses, the destruction of the industrial sector, and the mass migration of citizens.
Format of sectoral agreements
The deputy proposed abandoning efforts to reach a single peace treaty in favor of parallel negotiations on specific areas. According to Honcharenko, priority issues should include the security of energy facilities, logistics routes, infrastructure, and the rules of engagement. Each such agreement must have defined deadlines, a subject of discussion, and specific guarantors of implementation, which he envisions could include Turkey, China, the US, or other European countries.
Honcharenko emphasized that freezing the line of control does not equate to legal recognition of territorial losses, and negotiations themselves should not be equated with surrender. On October 2, the parliamentarian had already proposed unblocking the Black Sea and ending long-range strikes as primary measures to stabilize the situation.
Presidential position
On October 4, Volodymyr Zelenskyy publicly commented on calls from certain deputies for negotiations with Moscow. The head of state stressed that a complex security situation is not an excuse for concessions to the aggressor, as this could lead to the collapse of Ukrainian statehood. The President underlined that elected officials bear personal responsibility for their statements and must act solely in the interests of Ukraine.
Zelenskyy also added that the negotiation process with Russia does not depend on the initiatives of individual politicians. According to him, the unity of the country is the key to resilience, and attempts to seek compromises on the Kremlin’s terms are unacceptable in national politics.
