The government is updating freight transportation rules to include electronic consignment notes

The Ministry for Communities, Territories and Infrastructure Development of Ukraine has published a draft order regarding the introduction of electronic consignment notes. The document aims to update motor vehicle freight transportation rules in line with a government resolution. This is reported by the portal PromPolitInform, citing information from the Ministry of Infrastructure of Ukraine.

The Ministry for Communities, Territories and Infrastructure Development of Ukraine has submitted for public discussion a draft order concerning the implementation of an electronic document management system. The initiative aims to approve the operating procedures for the “Electronic Consignment Note.”

These changes are being prepared to align the regulatory framework, specifically the Rules for the Carriage of Goods by Road, with Cabinet of Ministers of Ukraine Resolution No. 720, adopted on June 4, 2026. This resolution regulates the use of electronic consignment notes during domestic freight transportation.

Publication of the regulatory act

The full package of documents, including the explanatory note, regulatory impact analysis, and a comparative table, is available on the Ministry’s official website. The consultation process will last for one month from the date of official publication.

The Ministry invites individuals and legal entities, as well as their associations, to participate in the consultations. All comments and suggestions regarding the proposed draft order can be sent to the email address provided on the Ministry’s website.
