Government simplifies obtaining driver’s licenses for BE, C1E and CE categories

The requirement for mandatory annual driving experience was canceled

The Cabinet of Ministers of Ukraine at its meeting on October 7, 2026, canceled the requirement for mandatory annual driving experience to obtain BE, C1E, and CE driver's categories. The approved changes will remain in effect during martial law and for six months after its termination. This is reported by the portal PromPolitInform, citing information from the Ministry of Economy of Ukraine.

According to the executive body’s decision, citizens will be able to enter the labor market faster after completing the necessary training. The innovation applies to the BE category, which involves driving a passenger car with a trailer weighing over 750 kilograms. The simplifications also cover the C1E category for medium trucks and CE for heavy trucks with trailers or semi-trailers.

Requirements for practical exam and training

The right to drive these vehicles will be granted to individuals who already hold basic driver’s licenses of the relevant categories. Applicants must undergo special retraining according to established educational programs. Afterwards, drivers must successfully pass a practical driving test for vehicle combinations at a territorial service center of the Ministry of Internal Affairs.

Impact of changes on logistics and employment

The adopted initiative aims to ensure that the driver training system meets current labor market needs and international standards. However, age restrictions and basic driving rights requirements enshrined in specialized legislation remain unchanged. The rule is aimed exclusively at optimizing training procedures and professional qualification confirmation.

The implementation of these innovations will help overcome the shortage of professional drivers and ensure the stable functioning of the logistics sector during the crisis. The updated rules will remain in effect throughout the entire period of martial law in the country, as well as for six months after its cancellation or termination.
