Commanders will issue orders within 5 days of the incident
The Ministry of Defence of Ukraine, together with the Commander-in-Chief and the General Staff of the AFU, has introduced a single standardized template for unit commanders' orders regarding injuries, traumas, shell shocks, or mutilations suffered by service members. Corresponding amendments have been made to the AFU Clerical Work Instructions. This is reported by the portal PromPolitInform, citing information from the Ministry of Defence of Ukraine.
Amendments were made to the Instructions on Clerical Work in the Armed Forces of Ukraine, approved by Order No. 40 of the Commander-in-Chief of the AFU on 31 January 2024. Previously, this document lacked a unified template, leading to inconsistent formatting and frequent delays across military units.
Incomplete or missing details delayed the issuance of certificates on injury circumstances and affected military medical board evaluations regarding whether an injury was sustained in defence of the motherland, as well as the calculation of financial payouts.
Incident Details and Witness Information
The new template requires a precise account of the conditions under which a service member was injured. According to Deputy Minister of Defence of Ukraine Liubov Halan, this order forms the basis for generating the official certificate required for subsequent medical evaluations and payment processing.
The document must specify the date and location of the incident, the injured soldier’s position, and the tasks being performed. Furthermore, the order will record details about first aid delivery, the evacuation destination, witness data, and supporting documentation.
Issuance Deadlines and Document Transfer
Under the revised rules, unit commanders must issue the order within 5 days of the incident or after receiving relevant information. If multiple service members are injured in a single event, their details may be documented within a single joint order, provided that individual accounts are detailed for each soldier.
The completed certificate will be transmitted digitally through the electronic document management system (SEDO). If technical limitations arise or upon written request from the service member, a paper copy will be produced.
Earlier, Ukraine passed legislation guaranteeing that military personnel continue receiving full monetary allowance throughout their entire stay in inpatient medical care.
