Sergii Marchenko: international aid in 2026 amounted to a third of the expected volume

This year, Ukraine received an average of 1.5 billion dollars per month instead of 4.5 billion

Average monthly budget support from international partners in 2026 reached 1.5 billion dollars. Ukraine had expected to attract 4.5 billion dollars monthly, said Minister of Finance Sergii Marchenko. This was reported by Ukrinform, according to the portal PromPolitInform.

The official stressed that the volumes of external support turned out to be lower than projected figures. Despite plans to receive 50 billion dollars during the year, actual receipts significantly lagged behind the schedule due to the need for the state to fulfill certain conditions.

Financial indicators and budget reserves

At the start of 2026, the state treasury possessed a certain margin of safety. Funds in the single treasury account and bank deposits of the budget amounted to 477 billion UAH, which allowed for partially mitigating delays in the receipt of tranches.

In the first half of the year, about 2 trillion UAH were deposited into the general fund of the budget. This result is 46% higher than the similar indicators recorded during January-June 2025.

Dynamics of monthly receipts

Receipts from partners demonstrated instability. Specifically, in January the country received 2.4 billion dollars, in February — 1.5 billion dollars, in March — 1.7 billion dollars, in April — 1.3 billion dollars, in May — 500 million dollars, while June became the peak month with a figure of 11.3 billion dollars.

In total, for the first nine months of 2026, 2.49 trillion UAH were received by the general fund. In September, 195.9 billion UAH were received into the budget, according to operational information from the State Treasury Service.
