Kyiv has created an “Energy Security Service” to service generators

On February 10, 2026, the Kyiv City Council decided to establish the “Energy Security Service” municipal non-profit enterprise. The new entity will be responsible for the maintenance and operation of the city’s generator stock, which has significantly expanded thanks to the support of international partners and philanthropists. This decision was made by Kyiv City Council members at a session on January 10, according to UA.NEWS, as reported by the PromPolitInform portal.

The main task of the municipal non-profit enterprise is to ensure the operation of autonomous power sources in social institutions, residential buildings, and facilities that do not have their own specialized technical services.

The creation of a separate operator is necessary because the capital has received over 2,000 generators that require regular technical metering, refueling, and repair. While large critical infrastructure utilities previously managed their own equipment, educational institutions and apartment buildings now require a unified control center. The enterprise will report to the Kyiv City State Administration’s Department of Municipal Security and will form a flexible pool of power equipment for rapid deployment in emergency situations.

The new enterprise was created through a reorganization of the existing structure, allowing the city to avoid lengthy registration procedures and begin operations more quickly. Amid ongoing Russian attacks on Ukraine’s energy infrastructure, this step should strengthen the capital’s energy resilience and guarantee the stable operation of heating stations and critical social facilities. According to city authorities, a systematic approach to generator management will allow for more efficient use of resources and a faster response to power outages.

As a reminder, the first French generators—13 units out of a promised shipment of 150—will arrive in Ukraine.

The Southeast European Cooperation Initiative also sent 300 generators to Ukraine.
