President of Ukraine Volodymyr Zelenskyy signed a law on the basic principles of housing policy.

This was reported by the press service of the Verkhovna Rada of Ukraine, informs the portal PromPolitInform.

The law creates conditions under which citizens will have real opportunities for renting or acquiring property.

It forms a transparent legal environment for attracting international financial assistance, donor funds and international organizations for the development of housing funds, the report said.

The document provides for the introduction of a new system of providing citizens with housing, in particular through the development of social and official housing, the creation of special housing funds.

It also introduces affordable financial and credit mechanisms to support the construction and purchase of housing, attract investment in construction and modernization of the housing stock.

New mechanisms are being introduced: social rental of housing, rent with the right of redemption, affordable loans for housing (mortgage, leasing).

Within the framework of the reform, a Unified Information and Analytical Housing System and a Register of Housing Needs will be created, where data on available housing, queues, applications and relevant programs and funds will be concentrated. This will ensure transparent accounting of housing stock and distribution of support.

“The queue for housing remains, but will function in digital format. All applications will be processed through a single system, which will automate the process, minimize the influence of officials and speed up the consideration,” the Council reports.

“Citizens will be able to track their status, receive offers and use open information about housing programs,” the statement said.

The law also prohibits the privatization of official and communal housing. This is done so that the state housing stock and housing stock of territorial communities are preserved and used for their intended purpose – to provide housing for those who need it, the Council explains.

For certain categories of citizens – for example, persons leaving boarding schools or orphans – there are specific terms and mechanisms for providing housing (temporary or social), as well as preferential conditions for loans for housing.

There will be no more practice of outdated queues for housing – instead of them, a digital transparent system will work, a digital system for the distribution of housing will make subjective intervention impossible, the report said.

The council promises new opportunities for renting affordable housing and buying it out later, and government support (benefits, loans) will become more structured and specific.

Earlier it was reported that for the full launch of the social housing system, the Verkhovna Rada should adopt a separate law that will determine the procedures and algorithms for the functioning of the social housing fund.

The Verkhovna Rada adopted in the second reading the bill “On the basic principles of housing policy.”

The European Bank for Reconstruction and Development (EBRD) is considering opening a credit line of up to 100 million euros for the construction of social rental housing in Ukraine with the support of the Hansen Ukrainian Mission Dell Loy Hansen charity organization.

The Ministry of Development analyzes free state and communal real estate that can be converted into housing for internally displaced persons and vulnerable groups.
