The government presented comprehensive regional and city resilience plans totaling UAH 216.32 billion to protect infrastructure and ensure uninterrupted heat, water, and power supplies during wartime. According to Delo.ua, Prime Minister Yulia Svyrydenko announced this. PromPolitInform reports.
The government approved infrastructure protection plans.
At a meeting of the National Security and Defense Council, the government, together with the heads of regional military administrations and city leaders, presented comprehensive resilience plans for regions and major cities. Their goal is to ensure uninterrupted life for communities during wartime and attacks on the energy sector.
“We are strategically rebuilding the entire state energy system for years to come,” Svyrydenko emphasized.
Each plan includes four key areas:
Protection of critical infrastructure.
Development of distributed generation.
Ensuring uninterrupted heat supply.
Ensuring uninterrupted water supply. The total cost of implementing the plans is UAH 216.32 billion.
The National Security and Defense Council approved Resilience Plans for all regions except Kyiv. Preparations for the capital must be particularly thorough: city authorities must finalize and submit a realistic plan within one week that guarantees the completion of the next heating season, taking into account all challenges.
All regional and city leaders will be personally responsible for implementing the plans. Implementation will be funded by state and local budgets, as well as with the support of international partners, particularly through the Ukrainian Energy Support Fund and additional equipment. The government is working with the National Bank of Ukraine and commercial banks to expand financing options.
To coordinate implementation, the Cabinet of Ministers is establishing a special center. The regions’ readiness will be assessed using the Resilience Index, and the government will provide full assistance and promptly adjust plans if necessary.
As a reminder, Svyrydenko also noted that, in addition to restoring the capital, a decentralized heat supply plan must be developed, specifically for the Darnytsia Thermal Power Plant, Thermal Power Plant 6, and Thermal Power Plant 5, to increase the city’s resilience.
