The largest number of lawsuits for deprivation of rights was filed in the Dnipropetrovsk region.
In Ukraine, 135 court cases have been registered on claims of territorial procurement centers (TCCs) regarding the restriction of the right to drive a car. Such data is provided by the search service for the court register “Grandma”. Since the beginning of this year, 42 proceedings have already been opened – this exceeds the indicator for the entire year 2024. At the same time, 2026 may become a record year, since only 52 such cases were registered for the entire year 2025. This is reported by Dengi.ua with reference to Opendatabot data, the PromPolitInform portal informs.
It is noted that, however, the vast majority of these proceedings do not reach consideration on the merits. About 92% of cases are stopped at the stage of procedural decisions. Only in 11 cases did the courts make a final decision: in ten of them, the CCC’s demands were satisfied, and in one, they were refused.
It is reported that an analysis of judicial practice shows that the main reason for such an outcome is procedural errors on the part of the CCC. Statements of claim are often filed with violations or without paying the court fee. In such situations, the courts initially leave the claims without action, giving time to correct the shortcomings. If the errors are not eliminated, the documents are returned to the applicants.
According to the data, the largest number of claims was filed in the Dnipropetrovsk region – 35 cases, which is more than a quarter of the total number. It is followed by the Kyiv region with 23 proceedings. In Khmelnytskyi and Zhytomyr regions, 13 cases were registered each. At the same time, in a number of regions, the CCC does not initiate such lawsuits – this includes, in particular, front-line regions, as well as Volyn, Mykolaiv, Ternopil, Odessa, Cherkasy regions and Kyiv.
