Volodymyr Zelensky introduced the NSDC decision on sanctions against 127 Russian commanders. They are responsible for thousands of missile strikes on Ukraine. Also, part of Russia’s shadow fleet is now under restrictions. As reported by the PromPolitInform portal, this was reported on the website of the Office of the President on May 23.
The first package of sanctions included 127 Russian military personnel. They are involved in missile strikes on civilian and critical infrastructure of Ukraine. In particular, these are commanders of long-range aviation units of the Russian Aerospace Forces.
According to the OP, these Russian commanders gave orders to launch more than 4,100 Kh-101, Kh-55, Kh-555, Kh-22, Kh-32 cruise missiles and Kinzhal aeroballistic missiles. They struck, in particular, the Okhmatdyt children’s hospital in Kyiv on July 8, 2024 and a high-rise building in Ternopil on November 19, 2025. The latter strike killed 38 people, including eight children.
Also under sanctions were those involved in the attacks with FAB-1500 and FAB-3000 aerial bombs on Mariupol in 2022.
In addition, NSDC restrictions were imposed on commanders of missile and artillery units of the Russian ground forces. According to the OP, they terrorized Ukraine with Iskander-K and Iskander-M ballistic missiles more than 1,100 times.
The Iskander missiles hit:
critical and civilian infrastructure throughout Ukraine;
a cafe-shop in the village of Groza in the Kharkiv region on October 5, 2023. 59 people died then;
the center of Sumy, where there were 35 victims, including two teenagers;
the center of Chernihiv on April 17, 2024, where 18 people died and 78 were injured as a result of a strike by three missiles.
The second package of sanctions now includes 29 civilian merchant ships. The President’s Office said that Russia uses them to transport weapons, ammunition, military equipment and occupiers.
“Most of them are under sanctions from the United States, the European Union and the United Kingdom. Regarding the others, Ukraine will work with partners to synchronize sanctions,” the message says.
