Ukraine has proposed that its partners secure an agreement with Russia to halt strikes on critical infrastructure. This specifically concerns the protection of energy, food, and logistics infrastructure, as well as other facilities essential for meeting the population’s basic needs. Ukraine emphasizes that Russian strikes daily target energy facilities, ports, and logistics networks, as well as warehouses containing food and pharmaceutical products. At the same time, Kyiv is uncertain whether Russia is prepared to abide by such agreements.
Ukraine is prepared to refrain from striking Russian energy and critical infrastructure if partners can guarantee reciprocal actions from Moscow. Kyiv stresses that such an agreement must be reliable and long-lasting, and must have a tangible impact on people’s lives. “If our partners are prepared to ensure that Russia genuinely commits to not striking our power grid, other energy facilities, critical infrastructure, or food supply routes, then we are, of course, ready to ensure a corresponding halt to our own strikes. We need this to be reliable and long-lasting, with a real impact on people’s lives—rather than something that collapses once the Russians hold their ‘elections’ and secure a temporary easing of pressure regarding gasoline and diesel supplies. The war must end. And a de-escalation step regarding critical infrastructure could be the first step toward peace. We await specifics from our partners,” noted Volodymyr Zelenskyy.
