Government intensifies the shadow economy crackdown to increase budget revenues

The government is planning changes to customs clearance procedures to prevent illegal imports

At a recent meeting of the Interagency Working Group, officials discussed ways to formalize the economy to boost budget funding during the war. The government plans to tighten control over humanitarian aid, combat artificial business fragmentation, and curb shadow imports. This is reported by the portal PromPolitInform, citing information from the Cabinet of Ministers of Ukraine, based on data from the Ministry of Finance of Ukraine.

Government officials, together with representatives of law enforcement and fiscal authorities, focused on mechanisms to prevent financial abuse. The meeting was attended by the leadership of the Cabinet of Ministers, the Bureau of Economic Security, the National Police, and the heads of customs and tax services.

The main goal of the meeting was to identify ways to generate additional state budget revenue, which is necessary to finance the security and defense sector. According to the officials, an effective fight against the shadow economy is intended to create level and fair competitive conditions for law-abiding entrepreneurs.

Combating customs abuses

Special attention was paid to preventing illegal operations under the guise of humanitarian cargo. Changes to customs clearance procedures are expected, which should make it impossible to use humanitarian aid as a cover for illegal imports while ensuring fast logistics for those who truly need support.

Controlling tax risks

The State Tax Service, in cooperation with customs authorities and the Bureau of Economic Security, will work on strengthening oversight of high-risk taxpayers. A special emphasis has been placed on countering the artificial fragmentation of businesses, where large networks distribute their turnover among a significant number of individual entrepreneurs to avoid paying VAT.

“Our task is to ensure a real fiscal effect from the corresponding measures and fair conditions for doing business,” noted Minister of Finance of Ukraine Serhii Marchenko.

All involved government bodies have already been given instructions to implement the agreed-upon measures. Work to counter tax evasion schemes will be carried out on a systemic basis, and the identification of organizers behind such violations has been assigned to the law enforcement system.
