Ukraine plans to reduce the price of natural gas for cogeneration facilities—equipment that simultaneously produces electricity and heat. The Cabinet of Ministers is already preparing the relevant regulatory framework. This was reported by Glavred, citing a statement by President of Ukraine Volodymyr Zelenskyy, as conveyed by the PromPolitInform portal.

According to the President, the government is also working on deregulating procedures for installing cogeneration units, aiming to minimize bureaucratic barriers for citizens and Ukrainian businesses.

In addition, the President stressed that the government must urgently complete all competitive procedures for the construction of new generation facilities, which effectively means accelerating the deployment of new electricity-producing capacity.

“We are increasing the equipment reserve. I have instructed that work with partners continue to ensure sufficient support for our recovery,” he added.

Could Ukrainians Be Left Without Gas – Expert Opinion

President of the Center for Global Studies ‘Strategy XXI’ and expert in international energy relations Mykhailo Honchar said in an interview with Glavred that Russia may target not only electricity facilities this winter, but the entire energy sector of Ukraine.

He recalled that Russia has been systematically striking fuel infrastructure since 2022. Targets have included oil depots and oil refining facilities, particularly the Kremenchuk Oil Refinery, which is responsible for crude oil storage and fuel production.

“Yes, certain work was carried out only within the framework of Ukrenergo. Had engineering protection measures—especially the second level of protection at substations—been fully implemented, the situation today would be much better. However, in the gas sector and in electricity generation, the issue of protecting critical infrastructure was essentially not addressed. But that is a separate topic,” Honchar noted.

Household Tariffs – Ukraine News

It should be recalled that utility tariffs in Ukraine are currently not increasing, although the Verkhovna Rada is considering the possibility of price hikes next year. Member of Parliament Serhii Nahorniak stated that state support should be provided only to specific categories of the population, while others would pay market-based prices.

At the same time, starting December 1, most Ukrainians will continue to receive gas from Naftogaz at a fixed tariff of UAH 7.96 per cubic meter. This price will remain in effect until April 30, 2026, due to the moratorium on tariff increases.

As previously reported, Nova Poshta will change tariffs for a number of services starting December 1, 2025, including higher prices for document and parcel delivery.
