Payments will be resumed for pensioners from temporarily occupied territories and internally displaced persons (IDPs) who have undergone physical identification; applications must be submitted by April 1.
The Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, announced the unblocking of pensions for internally displaced persons (IDPs). According to Korrespondent.net, the ombudsman published this information on his Telegram channel. PromPolitInform reports.
He noted that joint efforts had succeeded in resolving the issue.
“We have achieved results – pensions have been unblocked. We did this together: the public sector, pensioners who wrote to me personally, people in the comments, everyone who spoke up and disagreed with the injustice. Together with my team, we have prepared a submission to the Minister of Social Policy, Family, and Unity of Ukraine demanding changes to the identification procedure. “The state is primarily obligated to use all available resources and not shift responsibility to individuals,” Lubinets wrote.
The ombudsman recalled that, due to Resolution No. 299, certain categories of payments were suspended, including disability pensions, survivor’s pensions (including children of deceased military personnel), old-age pensions, length-of-service pensions, insurance payments due to accidents at work or occupational diseases, and monthly lifelong allowances.
He emphasized that all these categories of citizens have the right to receive their pensions on time, without additional conditions or obstacles. Lubinets called this a constitutional right, not a social benefit.
Furthermore, the ombudsman added that a planned meeting with the Minister of Social Policy had been canceled, but the necessary steps to resolve the issue had already been taken. In turn, Minister of Social Policy, Family, and Unity of Ukraine Denys Ulyutin announced on Facebook that the Pension Fund of Ukraine will resume payments to pensioners from temporarily occupied territories and internally displaced persons who have undergone physical identification but have not filed a claim for non-receipt of pensions from the Russian Federation. A corresponding claim must be submitted by April 1 to continue receiving pensions.
According to Ulyutin, work is currently underway in two areas. Specifically, the Pension Fund is promptly conducting identification.
Since the beginning of January, payments have already resumed for approximately 50,000 citizens. People with disabilities are prioritized, and social workers are being involved.
“We are not afraid to admit mistakes. We see where the system has failed, we don’t hide it, and we are already working to correct it. At the same time, the state must be confident that each payment reaches the intended recipient.” This is necessary to prevent abuse and speculation and to protect Ukrainian pensioners from fraud,” the minister noted.
As a reminder, until the end of 2025, pensioners and recipients of social benefits located abroad or in temporarily occupied territories were required to undergo mandatory physical identification to continue receiving payments.
Previously, the Ministry of Social Policy explained the situation with pensions for IDPs: as of January 1, 2026, pension payments were suspended for 337,000 pensioners who had not undergone physical identification by December 31, 2025, and who had not reported that they were not receiving a pension from the Russian Federation.
