Electronic consignment notes will become mandatory in 2026: what will change for businesses and logistics

In 2026, Ukrainian businesses will face the next stage of the digital transformation of logistics: the electronic consignment note will become a key tool for processing freight shipments. The government and relevant agencies are preparing updated requirements to ensure a complete transition from paper documents to a unified electronic format, according to the First Business channel and the PromPolitInform portal.

According to preliminary information, the e-consignment note will cover all stages of cargo movement – ​​from document creation to its signing and submission to regulatory authorities. The system will be integrated with state registries, enabling automatic confirmation of data on vehicles, drivers, shippers, and recipients.

For businesses, this means adapting internal processes. Companies will have to update their software, set up data exchange with partners, and train their staff to work with digital documents. At the same time, the electronic consignment note (ETN) should reduce errors, expedite shipment processing, and mitigate the risk of fraud.

In the logistics industry, the transition to the e-TTN is expected to reduce inspection time, simplify interactions between carriers and regulatory authorities, and increase market transparency. The digital format will allow for prompt tracking of cargo routes and recording all changes in real time.

As a reminder, 2026 will be a period of active adaptation, and businesses should begin preparing now to avoid delays and additional costs after the mandatory requirements are introduced.
