The Verkhovna Rada has adopted in the second reading and as a whole draft law No. 13347 on amendments to some legislative acts of Ukraine regarding certain issues of preparing citizens for national resistance. The corresponding decision was supported by 263 people’s deputies. Now only those men who have undergone basic military training can enter the civil service. Specialized military training centers will be created in Ukraine
The document proposes to abandon the outdated model of military training and move to a comprehensive system of national resistance, which will cover a much wider range of citizens.
The adopted law provides for a multi-level training model.
The first level is educational. The subject “Defense of Ukraine” is being strengthened in schools, which focuses on practical skills: first aid, behavior during shelling, basic security tactics.
The second level is higher education. In higher education institutions, mandatory elements of training for national resistance are being introduced.
The third level is training of the adult population. For this purpose, a network of specialized centers is being created where citizens will be able to undergo training.
That is, for schoolchildren and students, training will be part of the educational process, and for the adult population, it will be mostly voluntary. At the same time, the state will stimulate training through various programs and initiatives.
The created specialized training centers will be engaged in:
organizing exercises;
coordinating programs;
practical training of citizens.
Training will be available to both men and women.
In addition, men will be required to complete military service to be appointed to civil service positions.
It should be noted that an initiative has been registered in the parliament, which requires that servicemen not be involved in combat operations for three months after completing basic military training. This also applies to those who have graduated from a higher military educational institution. The reason is the high mortality rate in the first weeks of being at the front due to the lack of time for adaptation.
Parliamentarians can also prohibit collecting debts from servicemen and their families during martial law. This applies to banks, financial institutions, collectors and other creditors, regardless of who they belong to. They can also stop all enforcement proceedings if the debtor is such a person.
