EU demands Ukraine adopt 11 laws to unlock 4 billion euros

European Commissioner for Enlargement Marta Kos appealed to the Verkhovna Rada to adopt 11 draft laws as soon as possible, on which the unlocking of up to 4 billion euros for Ukraine under the Ukraine Facility program depends. In the letter, Marta Kos emphasizes that it is not only about European integration, but also about specific financing. According to her, these reforms are part of the Ukraine Plan, which underlies the Ukraine Facility program, and the quick and effective adoption of the necessary decisions will allow Ukraine to unlock up to 4 billion euros.

Separately, Kos emphasized that several draft laws are particularly important. Among them, she named the law on the execution and digitalization of court decisions, as well as the law on declarations of integrity of judges, which, in her opinion, should strengthen trust in the justice system. The letter also specifically focused on the energy sector. Kos stressed the importance of strengthening the independence of the National Commission for the Regulation of Energy and Power Generation of Ukraine, simplifying procedures for projects in renewable energy, and further integrating Ukraine into the European electricity market. Another block concerns the railway sector, where the proposed legislation, according to her, should be a step towards a safer, more efficient, and more modern transport system, consistent with European standards.

What draft laws does the European Union want to see

The list that Kos sent to the Verkhovna Rada includes 11 draft laws: No. 14005 on the execution and digitalization of court decisions; No. 12087-d on the electricity market integration package; No. 14030 on business deregulation; No. 14067 on district heating; No. 14282 on the independence of the National Commission for the Regulation of Energy and Utilities of Ukraine; No. 13478-1 on civil service; No. 4020 on special obligations for the provision of public services; No. 14345 on the restoration of control over state aid; No. 13165-2 on declarations of integrity of judges; No. 14174 on safety and interoperability of railways; No. 14271 on permitting procedures for renewable energy.

According to Kos, the Verkhovna Rada has a critically important role in promoting reforms that bring Ukraine closer to EU standards, strengthen democratic institutions, and have a direct effect on people and business. She also indicated that the parliament will have the opportunity to move forward on these decisions already at the April plenary session.

What is the Ukraine Facility and why is this money important?

The Ukraine Facility is a separate EU instrument for Ukraine, which operates from 2024 to 2027 and provides for 50 billion euros of stable financial support. According to the European Commission, the first pillar of the program – support through the Ukraine Plan – amounts to 38.3 billion euros, and the second, investment, 9.5 billion euros. It is the implementation of reforms under the Ukraine Plan that is a condition for regular payments.

The European Commission’s website also states that in August 2025, Ukraine received the fourth regular payment under the program – 3.05 billion euros. This confirms that the amount of funding is directly tied to the pace of implementation of agreed reforms and parliamentary decisions.

As a reminder, EU Enlargement Commissioner Marta Kos has begun a two-day visit to Ukraine. In Lviv, she will participate in an informal meeting of EU ministers, where they will discuss progress in accession negotiations and key reforms, including the rule of law. A separate block will be the recovery, which the European Union continues to finance.
