Ukraine proposes to issue housing certificates to state employees with over 10 years of experience

The authors of the initiative propose to provide certificates for the purchase or construction of housing, as well as participation in preferential mortgage programs.

A petition has been registered in Ukraine on housing certificates for state sector employees with over 10 years of experience. This is reported by Sudovo-Yurydychna Gazeta, the PromPolitInform portal reports.

The authors of petition No. 41/009888-26еп propose to introduce a state program of housing certificates for employees of the state, municipal and budget sectors who have worked continuously at the same place of work for over 10 years.

The appeal to the Cabinet of Ministers of Ukraine proposes to develop a draft law that would provide for the provision of housing certificates for the purchase of an apartment, house, townhouse, construction of housing or participation in the preferential mortgage lending program.

The initiators of the petition note that the program should become a mechanism for social support for employees of state and municipal institutions, as well as a tool for retaining qualified personnel in the fields of medicine, education, science, energy, housing and communal services, transport and local government.

The text of the petition emphasizes that the housing issue affects the demographic situation and personnel shortage in communities. The authors of the appeal believe that housing certificates can encourage employees to remain in the profession and work in small towns and communities.

The petition also proposes:

to take into account periods of military service and maternity leave in the length of service;

to give priority to families with children, young specialists and employees of critical areas;

use certificates exclusively for improving housing conditions;

introduce a transparent electronic queue and phased implementation of the program.

Among the possible sources of funding, the authors name state and local budgets, international aid, as well as programs for the recovery of Ukraine and preferential mortgage lending.
