The KSCA explained the rise in price of travel up to 30 UAH by the growth of costs and a drop in passenger traffic

The city authorities of Kyiv said that the economically justified tariff for the metro already exceeds 64 hryvnia.

The Kyiv city state administration explained that the new tariff for one-time travel in public transport in the amount of 30 hryvnias was formed taking into account the actual costs of transport enterprises in 2025.

According to the Department of Economics and Investment of the Kyiv City State Administration, the cost includes the costs of electricity, fuels and lubricants, repair of rolling stock and competitive wages for transport workers, informs the portal PromPolitInform.

Transport costs have risen sharply

The KSCA notes that in recent years the transport industry has experienced a significant increase in costs.

In particular, in the metro, labor costs increased by 61.7%, and for electricity – by 66.9%.

In KP Kyivpastrans, expenses for fuels and lubricants increased by 74.8%, and for the repair and maintenance of infrastructure and rolling stock – by 63.3%.

At the same time, the volume of public transport fell by an average of 42% compared to the indicators that were taken into account during the last tariff revision in 2018.

The city authorities emphasize that it was the increase in energy costs, repairs and salaries that led to an increase in the cost of transportation of one passenger.

Electricity went up 6.6 times

The KCSA also cited economic indicators that influenced the formation of a new tariff.

According to the administration:

– the consumer price index for 2018-2025 is 212.5%, and taking into account the forecast for 2026 – 233.5%;

– the minimum wage increased 2.3 times – from 3723 UAH in 2018 to 8647 UAH from January 1, 2026;

– the average salary in Kyiv increased by 3.7 times – from 13,548 to 49,381 hryvnias;

– the electricity tariff for transport enterprises increased by 6.6 times – from 2.25 UAH/kWh to 14.93 UAH/kWh;

– diesel fuel for Kyivpastrans has risen in price by 3.7 times – from 24.26 UAH to 89.42 UAH per liter.

Economic tariff for the metro – more than 64 hryvnia

In transport enterprises, it was estimated that the economically justified tariff for 2026 for the metro is 64.60 hryvnia, and for buses, trams, trolleybuses and funicular – 44.14 hryvnia.

However, the KCSA said that because of the social sensitivity of the issue decided to set the tariff at 30 hryvnia.

“The proposed tariff for a single fare of 30 UAH is only an approximation to the economically justified,” the administration noted.

The city authorities warn: if you leave the tariff at the level of 8 hryvnia, the city will have to significantly increase subsidies to transport enterprises from the budget. This, according to officials, may affect the financing of the restoration of energy infrastructure and the preparation of Kyiv for the heating season.

Also, the KSCA predicts that without a revision of tariffs, the transport industry may face a reduction in repairs, a deterioration in the technical condition of rolling stock, an increase in traffic intervals and a shortage of personnel due to low salaries.
