The government has expanded the list of categories of applications to the International Register of Losses

The Cabinet of Ministers has expanded the list of categories by which citizens, business owners, and the state will be able to officially record damage and losses caused by Russian aggression after February 24, 2022. Prime Minister Yulia Svyrydenko announced this on Telegram, Ukrinform reports. The PromPolitInform portal informs.

“14 new categories will be added to the categories regulated by the resolution. Applications for them to the International Register of Losses will be possible after they are opened in “Diya”, the message says.

According to Svyrydenko, in addition to the existing categories, citizens can record and in the future receive compensation for the loss of access to medical care, access to education, other violations of international humanitarian law, human rights, laws and customs of war, as well as additional economic losses.

Business owners can additionally record the loss of cultural objects, costs of evacuating assets, other economic and humanitarian losses.

The state will record the destruction of cultural heritage sites, environmental damage, theft of natural resources, humanitarian costs to support the affected population, costs of demining and clearing territories.

Currently, Ukrainians can submit applications to the International Register of Damages for Ukraine in 21 categories.

As reported, on December 16, 2025, in The Hague, during an international conference organized by the Council of Europe and the Netherlands, the Convention on the Establishment of an International Compensation Commission for Ukraine, which is part of the mechanism for compensation for damages caused by the aggression of the Russian Federation, was opened for signature. As of today, 38 states and the European Union have signed the Convention. The process necessary to launch its work is currently underway.
