Council of Europe Development Bank approves €140 million for housing projects for veterans and displaced persons

The Administrative Board of the Council of Europe Development Bank (CEDB) has approved two new loans for Ukraine for a total amount of €140 million. As Ukrinform reports, this was reported by the press service of the Ministry of Finance of Ukraine with reference to Deputy Minister Olga Zykova, who participated in the meeting of the Administrative Board on June 18-19. The PromPolitInform portal informs.

This is a loan of EUR 60 million to provide affordable housing for war veterans and a loan of EUR 80 million to provide housing support to internally displaced persons (IDPs) from temporarily occupied territories.

The “Housing for War Veterans” project is aimed at supporting combatants and persons with disabilities as a result of the war who need to improve their housing conditions. The program provides for the provision of preferential loans for a term of up to 20 years for the purchase of ready-made housing. At the same time, the own contribution is provided in the amount of 6%, the preferential interest rate is 3% for the first ten years and 7% – in the subsequent period.

It is expected that the financing will allow providing housing to almost 1.6 thousand families.

The “Housing Support for IDPs from Temporarily Occupied Territories” project supports the state housing compensation program introduced by the Government of Ukraine. The program will be implemented by providing victims with housing certificates for UAH 2 million using the “Diya” platform and the Register of Damaged and Destroyed Property.

It is expected that the financing of the BRR will allow providing housing compensation for about 2 thousand families. As of April 2026, almost 36 thousand applications have already been submitted under the program, of which more than 26 thousand have been approved by local governments.

“The approved projects are another confirmation of the Council of Europe Development Bank’s trust in Ukraine and our effective cooperation. <…> The new programs will allow thousands of Ukrainian families to gain access to their own housing and will contribute to the social integration of citizens who have suffered the most from the consequences of the war,” commented Zykova.

Since Ukraine joined the Council of Europe Development Bank in 2023, the Bank has already approved more than 810 million euros in financing to support the housing sector, the healthcare system and other socially important areas.

As reported, in June 2023, Ukraine became the 43rd member country of the Council of Europe Development Bank. Currently, the Bank’s portfolio in Ukraine includes four projects worth EUR 550 million, of which about 90% of the funds, or almost EUR 484 million, have already been selected, which indicates the high efficiency of cooperation.

Recently, the Bank’s Board of Directors approved new operations for Ukraine – additional financing for the HOME project of EUR 100 million (compensation to citizens for housing destroyed as a result of Russian aggression) and a program to support small and medium-sized enterprises of EUR 20 million.
