Strategic priorities and key performance results of NKEK

The National Commission for the State Regulation of Electronic Communications, Radio Frequency Spectrum and the Provision of Postal Services (NKEK) has updated its approach to activity planning. Since the beginning of 2026, the agency has implemented an OKR system to link strategic goals with specific performance indicators. This is reported by the portal PromPolitInform, citing information from NCEC.

The regulator is focusing its efforts on five key areas designed to ensure the development of the sector under conditions of limited resources. A priority task remains the stability of communications during martial law, which includes monitoring network readiness for power outages and sharing experiences with international partners.

Priorities for telecommunications market regulation

The second area covers improving the quality and accessibility of services for consumers. The commission’s plans include expanding geographical surveys of territories, implementing open digital analytics, and improving regulation of access to cable ducts.

Integration into the EU Single Digital Market is the third vector of activity. This work involves adapting Ukrainian legislation to European norms, participating in the formation of EU policies, and practically implementing the ‘roam like at home’ principle.

Infrastructure development and efficiency enhancement

The fourth strategic priority is aimed at strengthening the internal capacity of the regulator. This involves forming a professional team, digitizing processes, and strengthening trust in the institution on the part of business and the public.

The fifth area is the development of Gigabit infrastructure. NKEK is working on implementing the Gigabit Infrastructure Act and creating favorable conditions for the deployment of modern networks, in particular 5G technology.

Each of the tasks is detailed by quarter, which allows tracking progress through a system of quantitative and qualitative indicators. Since some initiatives require improving the legislative framework, the implementation of certain projects is calculated until 2027.
