The Cabinet of Ministers has submitted a draft action program for 2026–2027 to the Verkhovna Rada, covering finance, defense, pension reform, and European integration. The document contains quantitative indicators to evaluate the performance of ministries and provides for a transition to a new payment model.

The Verkhovna Rada has received for consideration the draft government action program for 2026–2027, submitted by Serhii Koretskyi. Approval of this document will grant the Cabinet of Ministers a one-year immunity from resignation due to unsatisfactory work results.
Financial goals and tax revenues
In the financial sector, the government expects to attract $49 billion in foreign aid in 2026 and $52 billion in 2027. Tax revenues to the state budget are projected to grow by 15% and at least 20%, respectively, and the privatization of two state-owned banks is scheduled by the end of next year.
Changes in the pension system and remuneration
The final version of the program does not contain a separate provision on increasing the minimum pension to 6 thousand hryvnias. Instead, it is planned to introduce a new pension provision model combining a basic payment, insurance record, and funded mechanisms. Teachers’ salaries are set to increase by 20%, while medical workers’ salaries should reach the level of the average wage in the economy.
Defense and energy priorities
In the defense sector, full provision of the needs of the defense forces is envisaged through European Union loan funds amounting to at least 60 billion euros, with half of the products to be of Ukrainian production. In the energy sector, before the heating season, they plan to repair 8 GW of capacities and launch at least 800 MW of distributed gas generation.
