Ukraine does not plan to increase single tax rates or change conditions for individual entrepreneurs until the end of martial law. This was stated by Danylo Hetmantsev, head of the Verkhovna Rada Committee on Finance, Tax and Customs Policy.
This was reported by RBC-Ukraine (Тетяна Степанова), according to the portal PromPolitInform.
Commenting on rumors about a possible increase in single tax rates for FOPs during the budget formation, Hetmantsev emphasized that there are currently no such obligations, and such a decision would not bring significant revenues.
“I do not see substantial financial potential in increasing the single tax — the funds are insignificant. And I am against any changes for simplified tax payers until the end of the war,” said Hetmantsev.
According to him, the main source of replenishment for the state budget should be the shadow economy reduction, as the shadow sector accounts for about half of the country’s GDP.
Shadow economy reduction to replace tax increases
Hetmantsev noted that any tax increase under current conditions would be a “fine for honest business,” so the priority task is to stop open smuggling trade in markets and pavilions.
Regarding the introduction of VAT for FOPs, the MP confirmed the position of maintaining current conditions until the end of the war.
At the same time, he noted that after its completion, the system will require reform due to the existence of a double limit used by large businesses to minimize taxes.
The committee head emphasized that the single tax should fulfill its original function — to support small businesses and self-employment by simplifying accounting. Currently, the issue of VAT is postponed until April 2027.
IMF postpones VAT introduction for entrepreneurs
Earlier, the International Monetary Fund approved the postponement of the terms for introducing value-added tax for FOPs. The law is to come into force in January 2028 instead of January 2027.
Fulfilling this condition will remain one of the structural benchmarks of the cooperation program between Ukraine and the IMF.
