Electricity prices for residential consumers in Ukraine will remain at a fixed rate throughout the current heating season and until next year. For the commercial sector, the cost of power continues to be determined by market conditions.
This was reported by RBC-Ukraine (Тетяна Степанова) citing Denys Shmyhal, according to the portal PromPolitInform.
The Ukrainian energy market operates within the European ENTSO-E power system, where the country is a fully voting member.
Owing to integration into the European network, commercial consumers purchase power at market rates, whereas a state-guaranteed fixed price applies to households.
“For the public, the price is fixed. This is, accordingly, an inviolable figure set by us effectively, I believe, for this heating season, until next year electricity prices will remain unchanged for households,” explained First Deputy Prime Minister and Minister of Energy of Ukraine Denys Shmyhal during the government question time in parliament.
Water tariff setting and infrastructure protection
Setting tariffs for centralised water supply and wastewater disposal falls entirely within the remit of local authorities. These rates are calculated based on all cost components of the operational process.
Given the threat of Russian strikes on critical facilities, government resilience plans focus on providing passive and engineering protection for water pumping and water treatment facilities, as well as wastewater drainage hubs.
IMF memorandum and the reform roadmap
Earlier discussions surrounded a memorandum with the International Monetary Fund, which explores a phased transition to market pricing in the energy sector following the conclusion of martial law.
The ministry refuted claims of mandatory utility tariff hikes, clarifying that the document only outlines the preparation of an energy sector reform roadmap by the end of 2026 without any immediate decisions on altering rates.
