The document’s revenue side partly depends on tax changes that have not yet been adopted.
The government has approved the draft State Budget of Ukraine for 2027 and is submitting it to the Verkhovna Rada for consideration. According to Mind, the relevant bill was published on the parliament’s website on the evening of September 15, as reported by the PromPolitInform portal.
The financial plan projects expenditures of UAH 7.27 trillion against revenues of UAH 5.65 trillion. The lion’s share of funds—66.8% of the budget—is allocated to the security and defense sector: the Ministry of Defense will receive UAH 3.76 trillion, an increase of UAH 320 billion over the current year’s figure.
Other priorities include the social sphere, education, and healthcare. Allocations include UAH 540 billion for social security (a 15.5% increase), UAH 328.5 billion for education (+21.6%), and UAH 292.5 billion for healthcare (+13.9%). The document also provides for a 65% salary increase for teachers, as well as for doctors and nurses.
At the same time, a portion of the projected revenue depends on decisions that parliament has not yet adopted. Roksolana Pidlasa, Chair of the Rada’s Budget Committee, stated that over UAH 131 billion in revenue could be generated only if amendments are made to the Tax Code—specifically, raising the VAT rate by 1 percentage point and fuel excise taxes by 4 percentage points—though she herself described this scenario as unlikely.
The budget would receive an additional UAH 52.5 billion if the Rada extends the 50% tax on bank profits and the President signs the law on taxing digital platforms.
Following the document’s presentation in parliament, MPs will have until October 1 to submit amendments, after which the Budget Committee will prepare the draft for its first reading, tentatively scheduled for late October.
