U.S. President Donald Trump’s public statement regarding a purported agreement between Kyiv and Moscow on a mutual halt to strikes on energy infrastructure has once again demonstrated the American approach to conducting negotiations. The White House’s tendency to present both sides of the conflict with a fait accompli media solution collides with the realities of the war unleashed by Russia. From the very beginning of Washington’s diplomatic initiatives, Ukraine has declared its openness to de-escalation; however, any such agreements run up against the lack of confirmed readiness from the Kremlin.
As follows from the course of consultations, the American leader’s public points are based on a series of prior contacts through diplomatic channels. The key question is whether the statement on a mutual silence regime is a genuine diplomatic breakthrough or merely an attempt to accelerate events ahead of planned high-level contacts.
Consultations with Steve Witkoff and Jared Kushner
Preparatory work on discussing formats for reducing tensions is being carried out by U.S. President’s special envoys Steve Witkoff and Jared Kushner. President of Ukraine Volodymyr Zelenskyy officially announced his conversation with the American representatives on his Telegram channel. According to him, the parties discussed in detail ways to intensify diplomatic efforts to bring peace closer and agreed on the further operating mode at the team level.
In parallel, the American side is conducting a corresponding dialogue with representatives of the Russian Federation. Kyiv, for its part, demonstrates readiness to make fundamental decisions regarding civilian infrastructure, but insists on the development of clear and lasting mechanisms rather than temporary solutions tied to the foreign policy calendar.
Expectations Ahead of Zelenskyy’s Visit to the US
The next stage in promoting the initiative is to be direct negotiations between the leadership of Ukraine and the U.S. President of Ukraine Volodymyr Zelenskyy announced his intention to hold a meeting with Donald Trump in the United States of America as early as next week. The main topics of the future agenda have been defined as specific parameters of the maritime and energy truce, as well as the security of logistical routes.
The Ukrainian side emphasizes that effective response measures against Russian sectors ensuring the waging of hostilities have created noticeable pressure on the aggressor’s military economy. It is precisely this circumstance that compels Moscow to seek ways to reduce risks for its own industry, although the Ukrainian leadership has not yet recorded any real signs of the Kremlin abandoning its overall aggressive policy.
Conditions for a Lasting Halt to Strikes
Ukraine’s position remains consistent: any mutual cessation of shelling targeting energy facilities and vital infrastructure is possible only in the presence of clear guarantees and detailed proposals from partners. Kyiv’s consent to de-escalation directly depends on Washington’s ability to compel the Kremlin to strictly fulfill mirror obligations.
Thus, the matter at hand is the intention to form a sustainable framework agreement. The final fate of the initiative to protect critical infrastructure and navigation will be decided during upcoming international meetings, where the key factor will remain the U.S. capacity to ensure real compliance with the conditions by the Russian side.
