The OK-5 certificate contains five warning signs that may affect pension records

The OK-5 certificate contains five warning signs that can cause problems with insurance records. The certificate is generated automatically and includes information on service length, accrued salary, and contributions across employers. The Pension Fund urges citizens to independently monitor these data. This was reported by RBC-Ukraine (Олена Чупровська) citing Pension Fund of Ukraine, according to the portal PromPolitInform.

If data on contribution payments for a specific month are missing, a gap may appear in the insurance record. This is especially important for individuals who have a few years left until retirement.

The certificate also indicates the salary from which the single social contribution was paid. The lower the official salary, the lower the earnings considered in the pension calculation formula.

New Contribution Accounting Rules

Law №4851-IX dated April 9, 2026, entered into force on August 2, 2026. Insurance records for old-age pensions now include periods of employment for which the employer accrued contributions and submitted reporting but failed to pay them.

Such periods count toward the service length solely for determining the right to a pension. To calculate its amount, months without actual contribution payments are excluded, and the law does not exempt employers from the obligation to pay.

Verification of Employment Activity

If employment periods are entirely absent from the OK-5 certificate, this serves as a signal to check the labor book and other documents. All information regarding service length and contributions for each employee has been accumulated in the personalized accounting system since January 1, 2004.

For a month to be counted as full, no less than the minimum insurance contribution must be paid. If the amount is smaller, the month can be supplemented through voluntary payments under established rules.

Obtaining the Certificate Online

To order the document, one should visit the electronic services web portal of the Pension Fund and log in. Authorization is available via Diia.Signature, a qualified electronic signature, or the ID.GOV.UA BankID system.

In the section for communications with the fund, users must select the request for electronic documents. Ordering a certificate in the OK-5 or OK-7 format is available there.
