Funding will be channelled through the World Bank to support social payments in early 2027
The Government of Norway will provide Ukraine with NOK 500 million to cover critical state budget expenditures. The funds will be channelled through World Bank mechanisms to ensure the payment of pensions, public sector salaries, and social benefits. This was reported by Government of Norway, according to the portal PromPolitInform.
Minister of Foreign Affairs of Norway Espen Barth Eide announced the financial aid during a meeting with Ukrainian Foreign Minister Andrii Sybiha in Warsaw. These funds are designated for stabilizing the public sector at the start of 2027.
Support for social payments
The money will be transferred to the state budget of Ukraine via a special World Bank multi-donor trust fund. This mechanism involves reimbursing verified expenditure on public sector salaries as well as pensions and various social welfare payments.
The support targets vulnerable households and employees in sectors such as education, healthcare, and emergency services. These funds will assist the Ukrainian government in meeting financing requirements around the turn of the year from 2026 to 2027.
Economic resilience and diplomacy
According to Espen Barth Eide, the full-scale war with Russia is placing excessive pressure on the Ukrainian economy due to declining tax revenues and rising expenditures. The financial aid aims to support the state’s resilience amidst prolonged hostilities.
Issues of economic support were discussed during a multilateral meeting of foreign ministers in Warsaw, attended by representatives from Germany, Poland, the Nordic countries, the Baltic states, and the EU. The meeting took place ahead of the next round of negotiations between Ukraine and Russia, scheduled to be held in Abu Dhabi.
Oversight of fund usage
The World Bank acts as a key partner within the framework of the Nansen Support Programme. The fund’s mechanisms involve strict internal control and verification of the targeted use of funds before reimbursements are made.
Expenditure verification processes are subject to external oversight. Enhanced transparency and anti-corruption efforts remain priority conditions for cooperation, which also facilitates Ukraine’s integration into the European Union.
