From Karabakh to Ukraine: lessons on sovereignty restoration and postwar reconstruction

The Azerbaijani path to territorial integrity may serve as a blueprint for Ukraine

The Azerbaijani experience in fighting for the restoration of territorial integrity over 30 years is significant for Ukraine amid foreign aggression. The reconstruction of liberated territories and the reintegration of the population were key phases that allowed Baku to secure its sovereignty. This was reported by RBC-Ukraine (Мубаріз Асланов) citing Mubariz Aslanov, according to the portal PromPolitInform.

In 2020, following a 44-day military campaign, Azerbaijan regained control over a significant portion of occupied territories. Later, in September 2023, during a 23-hour counter-terrorism operation, the country finally restored its sovereignty, after which the Russian peacekeeping contingent left the region.

Post-war reconstruction priorities

The primary obstacle to the rapid return of civilians to de-occupied areas remains extensive landmine contamination. Despite ongoing efforts by the state and international partners, the demining process remains protracted and requires immense resources.

Despite the challenging security situation, active construction works have commenced on liberated lands that had been in ruins for decades. Specifically, three international airports have been successfully put into operation over the last six years.

Cooperation and support

Azerbaijan continues to provide humanitarian assistance to Ukraine, drawing on its own experience of overcoming armed conflict. During the visit of the Minister of Foreign Affairs Jeyhun Bayramov to Kyiv, both parties reaffirmed their interest in developing relations across political, energy, and humanitarian spheres.

Recent events, including a business forum in Uzhhorod and an intergovernmental commission meeting, demonstrate the deepening cooperation between the nations. Baku consistently supports Ukraine’s territorial integrity, based on the conviction that the Ukrainian people will successfully overcome current challenges and restore peace.
