Draft law No. 15555 restricts the use of bank secrecy in court cases
On October 13, 2026, the Verkhovna Rada passed in the first reading draft law No. 15555 regarding the rules for the disclosure of bank secrecy. The document provides for the alignment of Ukrainian standards with European requirements for the supervision of financial institutions. This is reported by the portal PromPolitInform, citing information from the Verkhovna Rada.
The document adopted by parliamentarians introduces changes to several existing laws. The primary goal of the initiative is to bring the procedures for information exchange between the National Bank of Ukraine and the supervisory authorities of other states into compliance with European Union standards.
Optimization of banking supervision
Draft law No. 15555 proposes to establish clear boundaries for the use of data obtained from foreign regulators. Specifically, the initiative prohibits access to such information during the hearing of civil and commercial cases in courts. This will enhance the protection of confidential information provided within the framework of international cooperation on banking supervision.
New data disclosure rules
In addition, the document expands the powers of the NBU regarding the handling of received information. The regulator will be able to disclose information constituting bank secrecy not only with the formal consent of a foreign counterpart but also strictly within the scope of the objectives defined in such consent. These changes are part of a broader process of integrating Ukraine into the European legal space and are intended to minimize the risks of unauthorized use of banking data.
