Draft law No. 15579 passed in full to streamline leasing of state and municipal assets
The Verkhovna Rada of Ukraine has passed in full a draft law to simplify the terms of leasing state and municipal property for the needs of internally displaced persons. The new rules aim to facilitate housing search and arrangement for people who lost their homes. This is reported by the portal PromPolitInform, citing information from The Verkhovna Rada of Ukraine.
The legislative initiative is registered under number 15579. The draft law amends the current Law of Ukraine “On Lease of State and Municipal Property”. The primary goal of the document is to regulate the leasing of facilities to meet the housing needs of internally displaced persons.
Initiators and Committee Review
The draft law was initiated by a group of MPs, including Pavlo Frolov, Dmytro Lyubota, Mykhailo Volynets, Iryna Gerashchenko, Olena Shulyak, and other members of parliament. The Verkhovna Rada Committee on Economic Development, chaired by Sergiy Taruta, was designated as the lead committee for the bill.
Other specialised committees also participated in processing the legislative changes. These included the committees on budget, anti-corruption policy, human rights, de-occupation and reintegration of temporarily occupied territories, as well as the committee on Ukraine’s integration into the European Union.
Path to Adoption
The draft bill was submitted to the Verkhovna Rada on 31 August 2026 and underwent all required review stages under an expedited procedure. On 15 September 2026, the Committee on Economic Development held a meeting and recommended including the document in the agenda and adopting it in principle and in full with technical and legal corrections.
During the review, the Main Research and Scientific-Expert Department voiced its comments on the submitted draft, but this did not hinder its progress. MP Pavlo Frolov presented the bill at the plenary session, while Oleksiy Movchan served as co-reporter.
Current Status of the Law
The parliament voted in favour of the document on 17 September 2026. On the same day, the law was officially adopted and included in the session’s agenda. Following the successful vote, the decision went through the formal procedures of final drafting and signing-off in the lead committee.
The adopted law has already been received after the sign-off process and forwarded to the leadership of the Verkhovna Rada of Ukraine for signature. The document will enter into force after being signed and officially published.
