Cabinet of Ministers extends 15% compensation program for domestic machinery

The state will cover part of the equipment costs for products with a localization level of at least 40%

The Government of Ukraine has decided to extend the pilot project for the partial compensation of the cost of domestically produced industrial equipment. The program will be active until September 30, 2028, utilizing remaining budget funds. This is reported by the portal PromPolitInform, citing information from the Federation of Employers of Ukraine.

The Cabinet of Ministers adopted the resolution “On stimulating the development of the production of domestic industrial machinery and equipment” on October 23, 2026. This initiative is part of the national “Made in Ukraine” economic policy and is being implemented with the support of the Federation of Employers of Ukraine.

Government support mechanism

The program provides for the reimbursement of 15% of the machinery’s cost, excluding VAT, to buyers. The list of equipment covered by the resolution includes energy, construction, production, and special wheeled vehicles. The primary requirement for receiving compensation remains a localization degree of at least 40%.

Funding is provided from resources allocated to stimulate domestic demand for Ukrainian-made goods. The Ministry of Economy of Ukraine is responsible for determining the specific list of products and verifying manufacturer compliance as it reviews applications from enterprises.

Results of the previous phase

Under the previous version of the program, which concluded on September 30, 2026, 62 domestic machine-building companies were involved. The range of supported equipment reached 1,546 items. As of the closing date of the previous phase, the remaining funds for this line item amounted to 229.424 million UAH.

Extending the project allows for the efficient use of these resources to further support the machine-building industry. The resolution enters into force and will be effective throughout the period of martial law, with a final deadline set for the end of September 2028.
