Defence Ministry Plans Medical Board Audits and New Penalties

Draft law introduces criminal liability for doctors and recruitment staff

The Ministry of Defence of Ukraine is developing initiatives to review military medical board decisions regarding unfitness for service and disability status. This was revealed on October 28, 2026, in a statement by Member of Parliament Yulia Yatsyk. This was reported by Glavcom citing Yulia Yatsyk, according to the portal PromPolitInform.

Authorized bodies plan to verify the grounds on which certain individuals subject to military service obtained unfit status or disability documents. According to the MP, the audits may target individuals avoiding mobilization through medical papers while maintaining an active lifestyle and visiting public venues.

At the same time, a final decision regarding a mass review of all previously issued medical records has not yet been adopted. Currently, officials are drafting and processing relevant legislative amendments that remain under consideration.

Criminal Liability for Falsifying Medical Reports

If the proposed bill receives approval, the legal framework will introduce new penalties for violations during mobilization activities. Specifically, legislation proposes criminal prosecution for issuing knowingly false medical reports concerning individuals’ health status.

Furthermore, the draft law establishes liability for the unlawful mobilization of individuals by employees of territorial recruitment and social support centers. Simultaneously, state discussions continue regarding stricter measures for unauthorized absence and evasion, which may include search operations and financial restrictions.
