Ukrainian Fintech Adapts to War Conditions and Prepares for EU Expansion

Investment and staff shortages remain key barriers for the fintech sector

The Ukrainian fintech sector continues to evolve and compete with traditional banks despite martial law and limited investment. Key drivers for further industry growth include market transparency, high-quality regulation, and consumer trust. This was reported by Economichna Pravda citing Ihor Stakovychenko, according to the portal PromPolitInform.

Professional discussions in 2026 outlined key directions for financial technology development in Ukraine. The European integration of the financial sector, implementation of artificial intelligence, digitalisation, and cybersecurity strengthening were discussed at the FinTech Ukraine Forum 2026 in Kyiv on 29 May, as well as during three October events: FinRetail 2026 (9 October), the 3rd International Forum ‘FinTech & the Future of Finance’ (15–17 October), and the summit ‘Smart Money. Digital Banking. Fintech Shift’ (21 October).

Following these events, experts note that Ukrainian fintech maintains strong dynamics and the ability to operate under economic instability, although the industry faces several significant barriers.

Main Challenges and Restraining Factors

A primary issue remains the shortage of investment capital due to high military risks for foreign investors and limited domestic resources. This creates difficulties in securing funding for young companies lacking stable profits.

Regulatory burden adds further pressure, as stricter financial monitoring and data protection requirements raise business expenses. Cybersecurity issues are also intensifying due to rising digital fraud, alongside a shortage of personnel caused by migration and mobilization.

Technology Adoption and EU Market Expansion

Key technological trends include using artificial intelligence for credit risk assessment, service automation, and detecting suspicious transactions, alongside the development of open banking. Meanwhile, competition from traditional banks, which actively invest in their own digital products, is increasing.

Entering European Union markets is becoming a strategic growth vector for Ukrainian companies, supported by regulatory convergence between Ukraine and the EU.

«The main task of the industry today is to convert the accumulated experience of working in crisis conditions into a long-term competitive advantage. Ukrainian fintech has already demonstrated high adaptability. The next stage is to prove that it is capable not only of surviving under war conditions but also of successfully competing in international markets», — believes Ihor Stanovychenko.
