Balancing Market Debts Slow Down Power Plant Restoration and Construction

Financial issues in generation severely limit resources needed for infrastructure recovery

The accumulation of non-payments to balancing market participants deprives energy companies of the funding required for restoration after Russian attacks. This situation also hinders the construction of new capacities. This was reported by RBC-Ukraine (Юлія Бойко), according to the portal PromPolitInform.

Over the past year, the payment crisis in the sector has significantly worsened, with current debt figures exceeding the levels seen at the beginning of 2026. Insufficient cash inflows critically damage the liquidity of enterprises that are forced to allocate substantial resources to repairing damaged facilities.

Investment Obstacles in Generation

According to Andrian Prokip, financial gaps in the balancing market serve as a major barrier to attracting capital for new generation assets. Potential investors refrain from launching projects amid systemic payment defaults.

Earlier, ICC Ukraine Vice President for Energy Oleksandr Trokhymets also emphasized that Ukrenergo’s debt obligations leave the market without resources for normal operations. In his view, such dynamics point to systemic flaws in current state regulation that require urgent revision.
