Budget 2027: defense — UAH 4.885 trillion, social sphere — UAH 540.3 billion
The Verkhovna Rada of Ukraine has approved in the first reading the draft State Budget for 2027 with total expenditures of UAH 7.272 trillion. The security and defense sector is allocated UAH 4.885 trillion, which accounts for 43.8% of projected GDP. This is reported by the portal PromPolitInform, citing information from the Cabinet of Ministers of Ukraine.
The Verkhovna Rada of Ukraine has approved in the first reading the draft Law «On the State Budget of Ukraine for 2027» (reg. no. 16000). The main priority of the budget remains the financing of the security and defense sector, for which UAH 4.885 trillion is envisaged.
Parliament also adopted conclusions and proposals to the draft, which acquired the status of Budget Conclusions of the Verkhovna Rada of Ukraine. The Cabinet of Ministers of Ukraine will process these conclusions, coordinate them with international partners, and submit an updated draft for consideration at second reading.
Minister of Finance of Ukraine Sergii Marchenko noted that the draft was developed under significant challenges — intensified hostilities, large-scale Russian attacks on critical infrastructure, and growing defense needs of the state.
According to Marchenko, the main task during the processing of amendments is to ensure the balance of indicators and the validity of changes, in particular preserving the priority of defense expenditures and proper financing of the state’s social obligations.
The government continues active negotiations with international partners regarding budget financing sources. Receiving external assistance is critically important for ensuring social and humanitarian expenditures, and also depends on the adoption of laws and implemented reforms.
Revenues of the draft State Budget for 2027 are projected at UAH 5.648 trillion, which is UAH 452.1 billion, or 8.7%, more compared to the 2026 plan. Total expenditures will amount to UAH 7.272 trillion — UAH 864.9 billion, or 13.5%, more than in the 2026 plan.
The security and defense sector is allocated UAH 4.885 trillion, or 43.8% of projected GDP. This is UAH 517.9 billion, or 11.9%, more compared to the 2026 plan.
Social payments and measures of the Ministry of Social Policy are projected at UAH 540.3 billion, which is UAH 72.6 billion more than in the 2026 plan.
People’s deputies, factions, groups, and committees of the Verkhovna Rada submitted over 5,000 proposals and amendments to the draft. Proposals to increase expenditures totaled UAH 8.8 trillion, of which UAH 5.8 trillion concerned the defense sphere. Deputies also proposed increasing tax revenues by more than UAH 600 billion, but these proposals lacked calculations confirming their realism.
