European security responsibility must grow without US leadership
President of Ukraine Volodymyr Zelenskyy stated during a speech at the Berlin Security Conference on November 3, 2026, that the role of the United States in global security may continue to decline. He emphasized that European nations must assume greater responsibility, which is impossible without Germany's active participation. This was reported by Ukrinform, according to the portal PromPolitInform.
The Ukrainian leader pointed to uncertainties surrounding future US foreign and security policy against the backdrop of congressional elections. Washington might preserve its current alliances while increasingly focusing on domestic interests and paying less attention to the security of other states.
Addressing the German audience, Zelenskyy expressed deep gratitude for American aid while stressing the critical importance of European backing. Without the support of the European Union, Germany, and other partners, the scale of destruction across Ukrainian towns and villages would have been far greater.
«But we also know that without Europe, Ukraine would not have survived. Without Germany and other European countries, without the EU, the Russians would have burned many more of our cities and villages if not for your help. And we deeply appreciate this,» said President Zelenskyy.
Separately, the Ukrainian President held talks with Federal Chancellor Friedrich Merz regarding continued support and shared security challenges. He urged Germany to maintain its leading role within the collective defense architecture.
«Freedom and security in Europe have no alternative to your dedication and your strength. Europe has no alternative to Germany. Please remember this,» Zelenskyy stressed.
