Russian businessmen tried to sell Peru “Ukrainian” An-74 for $63 million MIA canceled the tender after exposing the scam

To sell the aircraft attracted a front company from the United Arab Emirates, which has direct ties with the Russian Federation.

This was announcedby the Minister of Foreign Affairs of Ukraine Andriy Sibiga, informs the portal PromPolitInform.

Thus, the Ministry of Internal Affairs of Peru canceled the tender for the purchase of a An-74 transport aircraft worth $63 million after Ukrainian diplomacy and Antonov uncovered a large-scale fraudulent scheme organized by Russian intermediaries.

“Russian businessmen tried to sell a phantom plane using fake documents,” Sibiga wrote.

Thanks to the joint efforts of the Ministry of Foreign Affairs and Antonov, it was possible to open a front company from the United Arab Emirates, which has direct ties with the Russian Federation. It was through this company that Russian businessmen tried to sell the “Ukrainian” An-74 to Peru for $63 million, passing it off as a real product of a Ukrainian manufacturer – using fake documents and false certificates.

We are talking about the so-called “phantom plane” – a non-existent or unauthorized machine, since the An-74 model has not been mass-produced for a long time, and any transactions must pass exclusively through the official manufacturer – the Ukrainian Antonov state enterprise. The front company (according to Peruvian media – Aero Express FZE) did not have any rights to sell or manufacture the aircraft, and the documents provided were completely false.

Ukraine stressed that such manipulations of the aggressor are aimed at undermining confidence in Ukrainian technologies and reputation in the international market.

“Ukraine is a reliable partner. We appreciate the trust of the countries of Latin America and the Caribbean and call for working only with official manufacturers,” the minister said.

The news has already been widely publicized in the Peruvian media, where it was previously reported about a suspicious deal and interference by the Ukrainian side, which prevented a large-scale deal. The timely disclosure of the scheme saved Peru from losing tens of millions of dollars and potential risks to national security.

Recall that in September 2025, Ukraine transferred its only An-70 aircraft to Poland.
