The government is relying on contracts and personnel changes to reduce tensions and strengthen the army.
Changes to the army recruitment system are being prepared in Ukraine, aimed at reducing conflicts around territorial recruitment and social support centers (TRCs). This was announced to Informuє Comments.ua by Fedir Venislavsky, a member of the parliamentary Committee on National Security, Defense, and Intelligence and a member of the Servant of the People faction. According to him, President Volodymyr Zelenskyy has tasked the new Minister of Defense, Mykhailo Fedorov, with minimizing conflict situations.
Venislavsky noted that most interactions between the TRCs and conscripts proceed without incident, but individual cases have generated widespread public attention. He emphasized that such situations are actively exploited by Russia in its information war to destabilize Ukrainian society. In response, the General Staff is strengthening personnel selection, sending the most trained and psychologically stable service members, many of whom have combat experience, to the TCC.
One key solution could be the expansion of contract service. According to the deputy, many service members are willing to sign contracts for two to five years, which will provide them with financial stability, a clear term of service, and additional social guarantees. The Ministry of Defense is already developing relevant changes in conjunction with other agencies, including the Ministry of Finance, as the new contracts provide for additional benefits.
The initiatives are expected to be submitted for public discussion and parliamentary consideration in the coming months. The authorities hope that the transition to a more predictable contract-based model will reduce tensions in society while simultaneously strengthening the country’s defense capability.
