In January, the total cash expenditures of the general fund of the state budget amounted to UAH 243.8 billion, which is UAH 29.7 billion, or 13.9%, more than in January 2025. This was reported by the press service of the Ministry of Finance, as reported by the portal PromPolitInform.
General fund state budget expenditures on security and defense in January 2026 amounted to UAH 149.6 billion, or 61.4% of all general fund expenditures.
In the structure of expenditures by economic classification, the most allocated are:
126.2 billion UAH – for salaries of public sector employees with accruals (educators, scientists, medical and cultural workers, social workers, etc.) or 51.8% of the total expenditures spent in January 2026 (compared to the same period last year, they increased by 16.2);
54.5 billion UAH – for social security (payment of pensions, benefits, scholarships) or 22.4% of the total expenditures, which is 4 billion UAH or 6.9% less compared to the same period last year;
20.8 billion UAH – for servicing the public debt or 8.5% of the total (compared to the same period last year, they increased by 6.3 billion UAH or 43.7%);
17.8 billion UAH – for transfers to local budgets or 7.3% of the total (compared to the same period last year, they increased by UAH 5.4 billion, or 43% more;
UAH 12.4 billion – for the cost of using goods and services, or 5.1% of total expenditure;
UAH 10.9 billion – for subsidies and current transfers to enterprises (institutions, organizations), or 4.5% of total expenditure. These funds were used, in particular, to purchase goods to meet the needs of the Armed Forces of Ukraine.
As UAprom reported, general fund state budget expenditures in 2025 amounted to UAH 4.19 trillion.
