Ex-head of “Diya” Mstislav Banik became Deputy Minister of Defense for Procurement Reform

Former leader of “Diya” Mstislav Banik became Deputy Minister of Defense.

Mstislav Banik, a former official of the Ministry of Digital Transformation, who launched Diya and then voluntarily mobilized, became Deputy Minister of Defense of Ukraine. The appointment of Banik was announced by Defense Minister Mikhail Fedorov in his telegram channel, informs the portal PromPolitInform.

Mstislav Banik – Deputy Minister of Defense of Ukraine. Will be responsible for procurement reform. The task is to make purchases for the Ukrainian army the most transparent and effective in the world, “he wrote.

Fedorov noted that in Mincifre Banik was responsible for the launch and development of  “Diya”. In 2025, he was appointed to the Ministry of Defense, where he led the development of Army+ and Reserve+.

In 2024, Banik voluntarily mobilized, after which he went from a soldier to an officer. During his service, he participated in the Kursk operation as part of the CODE 9.2 unit, created FPV drone units, and worked at the headquarters level.

The website of the Ministry of Defense says that Mstislav Banik is a lieutenant. Prior to that, he served as head of digital products at the Ministry of Defense. In 2024, he voluntarily joined the army as part of the CODE 9.2 subdivision. During the Kursk operation, the unit helped to destroy enemy equipment, fortifications and manpower, participated in fixing the capture of Russian military.
