Nuclear fuel production plant to appear in Ukraine

On March 25, the Cabinet of Ministers approved the proposal of the Ministry of Energy of Ukraine to establish a production facility for fuel assemblies (FA) for nuclear power plant reactors. This was reported by Gazeta.ua, according to the PromPolitInform portal.

“To agree with the proposal of the Ministry of Energy to locate a nuclear installation for the production of fuel assemblies for nuclear reactors of nuclear power plants on the territory of the South Ukrainian urban territorial community of Voznesensky district of Mykolaiv region,” the order signed by Prime Minister Yulia Svyrydenko states.

The work will be carried out by Energoatom, which is the operator of all Ukrainian nuclear power plants.

“To recommend to the Joint Stock Company “National Atomic Energy Generating Company Energoatom” – the operating organization (operator) of the nuclear installation for the production of fuel assemblies for nuclear reactors of nuclear power plants, to ensure the implementation of work on its design and construction,” the government website states.

Energoatom called the corresponding decision a strategic and important step on the path to energy independence of Ukraine.

“The Cabinet of Ministers of Ukraine has adopted a strategic decision that opens a new page in the history of domestic nuclear energy,” the company emphasizes.

In March 2022, Energoatom emphasized that in addition to the purchase of Westinghouse nuclear fuel, the possibility of producing fuel assemblies in Ukraine based on American technology is being developed.

In April 2024, it became known that NNEGC Energoatom planned to build a plant for the production of fuel assemblies near the city of Yuzhnoukrainsk in the Mykolaiv region. In 2025, the project received community support and was approved at the local level in September.

Energoatom has already received a license from Westinghouse to manufacture fuel assemblies in Ukraine.

The American company assessed and qualified Energoatom’s production lines for the possibility of assembling fuel assemblies. They also conducted an environmental impact analysis and developed a feasibility study.

The documentation successfully passed the state examination, confirming the feasibility and safety of the project.

In May last year, Energoatom announced that the first Ukrainian fuel assembly is planned to be loaded into the power unit in 2027.

“In the future, NNEGC plans to provide itself with 50% of nuclear fuel, and the other half will be obtained from partners with Westinghouse,” the press release said.

Energoatom stated that the large-scale corruption scheme uncovered by NABU involving high-ranking officials and contractors of the company did not affect its activities and does not pose a threat to the safety of nuclear power plants.

“The incident that occurred in the company did not harm the assets and financial condition of JSC NNEGC Energoatom, and also did not affect the implementation of production plans and the safety of operation of nuclear power plants,” the message says.

The company emphasized that Energoatom remains the pillar of the energy system of Ukraine and, together with partners, ensures the stable operation of nuclear power facilities and uninterrupted electricity supply.
