As of April 1, 2026, 1,438,555 subscriber numbers have been ported. As reported by the PromPolitInform portal, this was reported by the press service of the Ukrainian State Center of Radio Frequencies.
The UDCR reminds that the provision of number porting services in Ukraine is carried out in accordance with Article 113 of the Law of Ukraine “On Electronic Communications” and the Procedure for the Provision of Number Porting Services, approved by the resolution of the National Commission for State Regulation in the Spheres of Electronic Communications, Radio Frequency Spectrum and Postal Services.
Mobile Number Portability (MNP) is a service for porting a mobile number from one mobile operator to another while preserving its number, including the code.
Number portability in 3 steps:
Submitting an application for a PPN to another operator.
Concluding a written agreement and obtaining an identification card (SIM-card) from another operator.
Using your number.
Functions of the UDCR as an organization that carries out centralized technical administration of the PPN using the automated information system “Centralized Database of Ported Numbers” (AIS Centralized Database of Ported Numbers):
- maintains an up-to-date centralized database (CDB) of ported numbers to ensure the implementation of the number portability process, periodic synchronization of local databases (LBD) and storage of information about ported numbers and their routing numbers;
- supports information exchange between service providers when providing PPN and records the status of the number portability process. Information about the status of the portability process, as well as ported numbers and their routing numbers, is stored in the Centralized Database;
- ensures the use of the DB by all business entities that use number data in their technological processes, on an equal and non-discriminatory basis;
- provides free electronic access for the regulatory authority to information on ported numbers, in particular to statistical data necessary for the analysis of the process of providing a PPN.
Attention!
Number porting occurs within 1 (one) business day in mobile communication networks, and the technical possibility has also been implemented to carry out, with the consent of the subscriber provided to the recipient provider, the porting of the number(s) in shorter terms, in particular, during the same business day when the subscriber submitted an application for number porting.
Also, the technical possibility has been implemented for the subscriber to exercise the right to refuse the application for number porting submitted by him, by notifying the recipient provider, but no later than 4 business hours before the desired time of number(s) porting specified in the application for number porting.
While carrying out activities on centralized technical administration of ported numbers, the administrator cannot perform other actions on centralized technical administration of ported numbers that are not provided for by law.
