Digital gas metering: Ukraine to install smart modules on meters

Ukraine will carry out a large-scale “digitalization” of gas meters without replacing them, which will allow Ukrainians to forget about manual transmission of indicators and dubious figures in payments.

The State Agency for Energy Efficiency and Efficiency, together with JSC “Decarbonization Fund of Ukraine”, launched a large-scale program to modernize gas metering systems. As part of the initiative, 40,000 “smart” modules of Ukrainian production were purchased, which will allow converting ordinary meters into intelligent devices without their complete replacement. This was reported by the State Agency for Energy Efficiency and Energy Saving of Ukraine, Dengi.ua reports. The PromPolitInform portal informs.

The equipment has already been transferred to the company “Gas Distribution Networks of Ukraine” free of charge for further installation in households and budget institutions.

How smart modules for gas meters work and what are their advantages

A smart module is a compact device that is installed on a standard gas meter. It expands the functionality of the device by adding the ability to wirelessly transmit data. According to the head of the State Agency for Energy Efficiency, Anna Zamazeyeva, this is the fastest and most cost-effective way to implement modern metering across the country.

Key benefits for consumers:

Automation: indicators are transmitted remotely, no longer need to enter data manually.

24/7 control: gas consumption can be tracked in real time via mobile applications.

Accuracy of calculations: bills are generated based on actual data, which eliminates errors and controversial coefficients.

Security: the system is able to record atypical changes in consumption, which helps to quickly identify leaks or other risks.

Why Ukraine is switching to smart gas metering

The introduction of smart technologies is part of Ukraine’s obligations to implement European standards. According to Directive 2012/27/EU, the state must ensure transparent and accurate energy metering, providing citizens with tools for effective cost management.

As early as 2027, Ukraine is obliged to report to the European Commission on progress in this area. Retrofitting existing meters with modules instead of their complete replacement has been recognized as the most rational and less costly way for the state budget in 2026.

In which regions will the new equipment be installed

The first batch of 40,000 devices has been distributed between three regional branches of Gazmerezh, taking into account the current needs of the regions:

Kyiv region – 23,965 units (the largest batch);

Mykolaiv region – 12,655 units;

Volyn region – 3,380 units.

Branch specialists will ensure phased installation of modules. The program will primarily cover private households and social facilities, which will significantly reduce the burden on consumers and increase transparency in relations with resource suppliers.

As we wrote earlier, verification of gas meters is a mandatory procedure, ignoring which or not allowing specialists to do so can lead to significant overpayments and fines.

We have also already written that in April 2026 the state will continue to provide financial assistance for paying for housing and communal services for socially vulnerable categories of Ukrainians, including internally displaced persons.
