The government launches employment programs for various categories of citizens.
In Ukraine, about 7 million citizens of working age do not have official work. This was reported by the Minister of Economy, Environment and Agriculture Oleksiy Sobolev on Facebook, Dengi.ua reports. The PromPolitInform portal informs.
According to him, the government has already approved the first package of practical solutions within the framework of the new employment policy aimed at attracting these people to the labor market.
The scale of the problem
Today, about 13.1 million people are employed in the country, but a single social contribution is paid for only 10.5 million of them – this is approximately a third of the population. At the same time, business is acutely experiencing a shortage of personnel: about 75% of companies face this problem.
The government believes that the internal labor reserve is about 7 million people. It includes:
internally displaced persons of working age;
youth and people with disabilities not involved in the labor market;
Ukrainians under 60 who receive a pension;
citizens with responsibilities for caring for loved ones.
What the government offers
The new employment policy provides targeted support for each of these groups, as well as assistance to employers in finding employees. The main emphasis is on training, retraining and skills development.
These approaches are enshrined in the Employment Strategy until 2030 and are already beginning to be implemented through a number of programs.
Key initiatives
Among the planned activities:
Training personnel for priority industries
The state will partially finance the training of specialists at the request of employers, in particular through the voucher program
Program for people 50+
The project “Experience Matters” will help return to work faster through training, practice and simplified interviews.
Support for young entrepreneurs
Mentoring programs and simplified access to microgrants are provided for Ukrainians aged 18-25.
Career guidance for teenagers
The initiative for young people aged 14-16 is implemented jointly with UNICEF and includes work with consultants and visits to employers.
Support during downtime
The “Foothold” program is designed for businesses and workers affected by the war.
Simplifying entry into the labor market
A mechanism is proposed for terminating employment contracts with employers in temporarily occupied territories or in combat zones.
Forecasting market needs
The state plans to determine in advance which specialists and in what quantities the economy will need.
Overall goal
The Cabinet of Ministers emphasizes that the task is not only to increase the number of employed people, but also to ensure high-quality and productive employment. The authorities intend to create a labor market that will work effectively for both citizens and businesses and the country’s economy.
