Previously, the passage of military personnel was carried out solely on the basis of the decisions of the Minister of Defense, the head of another military formation, the head of a special forces law enforcement agency or the head of an intelligence agency.

The Cabinet of Ministers of Ukraine has expanded the list of officials on the basis of whose decisions the servicemen of the Armed Forces can go on business trips abroad. From now on, this list includes deputy defense ministers.
Relevant changes have been made to the rules of crossing the state border by citizens of Ukraine in order to more quickly solve problems in the field of security and defense.
Previously, in accordance with paragraph 2-15 of the Rules for Crossing the State Border, the passage of military personnel was carried out solely on the basis of decisions of the Minister of Defense, the head of another military formation created in accordance with the law, the head of a special purpose law enforcement agency or the head of an intelligence agency.
Now these powers have also received Deputy Defense Ministers.
The Ministry of Defense notes that the innovation should simplify the management of foreign business trips of military personnel within the framework of defense tasks.
“Giving them the appropriate powers will relieve the management level and provide a more flexible response to the current needs of the security and defense sector,” the statement said.
Meanwhile, Ukraine is discussing the reform of territorial recruitment centers: some of the functions can be transferred to the police.
