Ukraine is creating a network of “energy cells”: what benefits will critical infrastructure receive

Ukraine is creating a network of “energy cells” – autonomous or semi-autonomous clusters, where critical infrastructure can operate even when the central network is damaged. This was announced by First Deputy Prime Minister, Minister of Energy Denys Shmyhal, TrueUA reports, summing up the meeting of the Congress of Local and Regional Authorities under the President of Ukraine. The PromPolitInform portal reports.

The official spoke about the construction of a new energy security architecture. It has three levels:

Nuclear generation – NPPs provide stability that cannot be replaced, so it is necessary to further develop nuclear energy;

Flexibility, balancing and new generation – maneuvering capacities, storage tanks, and new generation at points where the system has a technical deficit.

“In 2026, a new competition will start for the construction of up to 1.3 GW of new generation capacity where it is most needed: Poltava, Sumy, Kharkiv, Chernihiv, Kyiv, Odesa, Dnipro regions,” Shmyhal informed.

Local autonomy — cogeneration, small gas installations, decentralized heat and water supply.

“This is the level where the active involvement of local authorities is required, and we are counting on productive cooperation,” the official emphasized.

We remind you that the Cabinet of Ministers of Ukraine has begun an active phase of preparation for the next heating season, focusing on strengthening the state’s energy autonomy. The authorities have already determined target indicators for blue fuel reserves that will allow the country to stably go through the cold season.
