According to the State Tax Service, more than 817 thousand Ukrainians worked for individual entrepreneurs in 2025.
In total, last year, 302,260 entrepreneurs had employees. On average, one such individual entrepreneur has about three employees. Currently, about 14% of entrepreneurs create jobs – in fact, this is every seventh business. The largest number of individual entrepreneurs is in the Dnipropetrovsk region, and the largest number of employees is in the Lviv region. The leader in the number of individual entrepreneurs with employees was the Dnipropetrovsk region – there are 27,491 individual entrepreneurs. Lviv region is slightly behind with an indicator of 27,275, and Kyiv ranks third, where 25,782 such individual entrepreneurs are registered.
The highest growth rates in the number of entrepreneurs with employees were recorded in:
Rivne region (+22%),
Kyiv (+20%),
Volyn (+19%),
Chernivtsi (+18%),
Ivano-Frankivsk (+16%).
At the same time, the largest number of employees in individual entrepreneurs is concentrated in Lviv region – 74,648 people. Next are Dnipropetrovsk region (71,983 employees) and Kyiv (70,272 employees).
In total, thanks to the activities of individual entrepreneurs in 2025, more than 2.9 million Ukrainians were provided with work: about 2.1 million of them are self-employed, and more than 817 thousand are employees.


As previously reported, employment programs are being launched in Ukraine for various categories of working-age citizens who do not have official work.
It was also written that financial support for employers can play a decisive role in attracting older people to the labor market.
