The documentation of war crimes committed by Russian military personnel is ongoing
Investigators from the Main Investigation Department of the National Police, together with оперативники from the Department of Strategic Investigations, and with the assistance of the Main Intelligence Directorate of the Ministry of Defense of Ukraine, have identified the command staff of the 83rd Separate Air Assault Brigade and an FSB lieutenant colonel involved in the torture of residents of Dymer in 2022. This was reported by the project “The Book of Executioners of the Ukrainian People,” according to the Prompolitinform portal.
Between February 24 and March 31, 2022, Russian forces temporarily occupied the settlement of Dymer in the Vyshhorod district of Kyiv region. The occupying force included units of the 83rd Separate Air Assault Brigade. On March 21, 2022, criminal proceedings No. 42022112330000083 were initiated regarding the events in Dymer, under Parts 1 and 2 of Article 438 of the Criminal Code of Ukraine (violation of the laws and customs of war).
In particular, on the premises of the Viknaland enterprise at 22-B Vyshneva Street, the occupiers set up a site for the illegal detention of civilians. A key role in crimes against civilians in Dymer was played by the FSB “supervisor” assigned to the 83rd Brigade, Lieutenant Colonel Serhii Oleinychuk.

He was directly responsible for the so-called “filtration” process — interrogations of detainees accompanied by torture, cruel treatment of civilians, and hostage-taking. Oleinychuk could make decisions regarding the deportation of detained local residents to the territory of Russia. In total, Ukrainian law enforcement documented the illegal transfer of at least 42 people. Civilians were held in penal institutions and pre-trial detention centers, including facilities in the Rostov, Mordovia, Bryansk, Smolensk, Perm, Tula, and Vladimir regions. Some of them were later returned. However, at least 24 civilians remain in captivity.

Law enforcement officers, together with the Defense Intelligence of Ukraine, also identified the commander of the 83rd Brigade, his deputies — for armaments, logistics, airborne service, military-political work — as well as the chief of staff. They organized the actions of enemy units during the occupation, ensured the functioning of the control system over captured settlements, and were directly involved in committing war crimes against civilians during the occupation of the Vyshhorod district of Kyiv region.
